ABSTRACT

Introduction The theory of constraints adopts the common idiom “a chain is only as strong as its weakest link.” This means that organizations, programs, processes, and even departments are vulnerable because the weakest element can always damage, break, or at the very least adversely affect the outcome. So, attention must be paid to performing an inventory of all the related components, assessing their strengths and weaknesses, performing a gap analysis, identify appropriate responses, implementing the best remedial action, and monitoring results. In many ways, this describes the risk assessment and management process.
