ABSTRACT
The CDM framework by incorporating the critical corporate defense components and the essential lines of defense into a single framework provides a comprehensive matrix of the required corporate
defense activities at different levels within the organization. In essence, there is an obligation on every organization to engage in each of the critical components to differing degrees throughout the entire organization. The level of engagement may also differ over time depending on the organization’s unique circumstances at any given point in time. Each of the fives lines of corporate defense has certain oversight responsibilities in relation to these critical components, in addition to specific direct responsibilities of their own related to these critical components. The CDM framework helps provide a blueprint for the organization on the different corporate defense requirements and responsibilities that exist at each level within the organization both vertically and horizontally. The CDM matrix provides the organization with a holistic snapshot of these multidimensional requirements and could also be incorporated into a high-level corporate defense dashboard if required. Figure 13.1 represents a practical illustration of the CDM matrix.
