Following a period of extensive consultation across Northern Ireland, the commission published its report titled A New Beginning: Policing in Northern Ireland on September 9, 1999 (ICP, 1999). This report contained a total of 175 recommendations concerning policing in Northern Ireland, resulting in radical reforms to the Royal Ulster Constabulary (RUC).
