ABSTRACT
The program started in 1937 at the Farmers Home Administration (FMHA), an agency of the USDA. The FMHA was subsequently re-titled the Rural Development Administration. Then, for some unknown reason, they dropped the word “Administration.” So, now, the agency is just called “Rural Development.”
