Materials designed correctly for static loading nevertheless may fail due to fatigue under periodic loading because of the initiation and propagation of cracks. For such loading, it may be important to establish a safe life by predicting the time, or number of cycles, at which the failure probability reaches, for example, F = 0.10%, so that a replacement program could be implemented [1–3].
