ABSTRACT
Zone design, also known as territory design, is the problem of grouping small geographic areas, called basic areas or areal units, into larger geographic clusters, called zones or territories or districts, in such a way that the resulting clusters are optimal, or at least acceptable, according to the relevant planning and design criteria.
