ABSTRACT
Preplanning is perhaps the easiest thing to do concerning disaster and crisis mitigation, and yet is frequently overlooked and more often than not forgotten completely. Nothing says you care quite so much as money. Money makes the world go round, they say. Money is what most organizations are in business to make. Crisis response often requires a great deal of human capital, which requires nancial capital to engage.
