ABSTRACT

For a territory, made up of a geographical area whose inhabitants form a society and which is endowed with political power of its own, transport modes and networks are facilities, i.e. resources invested in the long term for lasting usage. Similarly, buildings and other support items (e.g. roads, public squares, car parks) are facilities that equip the territory so that it can be used for a range of human activities of a social and economic nature. In practice, these facilities are technically designed to last in order to amortize the financial cost over time.
