ABSTRACT

Intangible capital has become the main factor in the formation and development of innovative and knowledge economy, as the next higher stage of development. Currently, Russia has the total of 35th place in the world in terms of innovative capabilities. However, it is characterized by a strong variation between different indicators that make up this index. Therefore, if the index of scientists and engineers from Russia ranked 9th, then the index is clustered environment-41, by the index linked to universities-44, innovation policy index-58th place, and the index of the activities and strategies of the company-only 63rd [1].
