ABSTRACT
Understanding the region as a territorial entity, we adopt certain principles to study its features, including scope, goals, and objectives of research, as well as principles, structure, functions and methods of administrative system. Therefore, it is necessary
to develop a scheme to solve the problems of strategic regional management which, on the one hand, should correspond to the existing fundamental principles and, on the other, develop and expand them. Such an approach would promote studies dedicated to describing and explaining the developmental trends in the region, thus creating methods to solve burning problems of regional social organization (Panasyuk et al. 2013).
