ABSTRACT
The dramatic successes in healthcare under the Cuban system mark it as an obvious model for third world development. But, as we have seen, it appears to be so easily isolated and undermined that the question must be raised as to whether it has any long-term validity at all. Financial power in the first world is a fact and cannot be discounted easily. However, the situation is not altogether bleak for the following reasons.
