ABSTRACT
Overview This chapter shows how a review process grounded in humane values can help develop, safeguard and promote humane prisons. It uses examples from the Community of Communities review process of democratic therapeutic com munities in prisons. With particular reference to the good work of HM Inspectorate of Prisons, the chapter first outlines the policy and service context highlighting that there is an outstanding need to:
• promote humane values • outwardly account for standards of care.
