ABSTRACT

This chapter concerns the question of how local policy contributes to the 'education for citizenship'. The stimulation of participation in local youth policy means that the responsible adults accept entering into a dialogue with the young as a basic attitude, just as increasingly happens, for instance, in the case of designing neighbourhood environments. A specific form of participation which warrants a mention is that of the children's and youth councils functioning in a number of municipalities. Some have been set up round specific activities or projects, others have a more permanent character and cover the whole field of local youth policy. For a long time youth policy was mainly youth-work policy. Youth workers - for children, teenagers or young adults - often provide the points of contact between the young in the neighbourhoods and the local authority. Youth work has the task of fulfilling the needs of children and young people in regard to worthwhile leisure activities.
