e adoption of the U.S. Constitution was conditioned on simultaneous approval of the 10 amendments constituting the “Bill of Rights.” Reecting the colonists’ concern with arbitrary exercises of government power and with protection of individual rights, 4 of these 10 amend ments impose signicant limits on the procedures that governments can use to investigate crime and to try individuals accused of crimes. Moreover, within these 10 amendments at least 16 distinct limitations on government conduct can readily be discerned.
