ABSTRACT

The ultimate goal of humankind is to experience unconditional happiness, a happiness that does not change but is always new and is not born out of indulgence. Every human being on this planet wants to be happy. But happiness is a very elusive concept, and people often misunderstand it for short-term thrill. Bhutan is the first country in the world to make happiness as a goal of public policy. Bhutan computes the Gross National Happiness Index (GNHI), which is a multidimensional development approach that seeks to achieve a harmonious balance between material well-being and the spiritual, emotional and cultural needs of society. The essence of every religion and spiritual practice is to attain happiness and bliss. To create a happy society, the government needs to promote egalitarian policies. This means a system in which life chances are not allocated by structural inequalities in social, economic and political power.
