I have been, he said, for a long time past a diligent and, I hope, an impartial student of literature bearing on the proper limits of State activity, and very shortly before I came to this meeting I was reading Mr. and Mrs. Sidney Webb's great work on "Industrial Democracy," and was very powerfully impressed by the description of what home-work really means.
