Review January l~th; 19()(). number, that woUld be interference with his own private needs. If the law. forbids me to pick my neighbour's pocket, it equally forbids him to pick mine; respect for each other·s property is of universal obligation. But a law to forbid me from spending my money in any honest manner that I prefer~to forbid me; say, from experimenting in balloons, because it was dangerous; or from acclimatising ostriches because I might interfere with the colonial ostrich farmer; or from spending my means in promoting; shall we say, the work of the Women's Industrial Council because it was a meddlesome Society-any such law would be interference with my private and personal responsibility.
