Mistakes have been made by well-intentioned people who suppose that type-writing is merely mechanical work in putting to it girls who have not ability to pass a civil service, or other examination, based on educational qualification. If the rate of remuneration is to be raised, and kept on a scale allowing women to live by clerk work of this kind, every effort should be made toprevent uneducated women offering themselves as typewriters.
