The National Crime Prevention Council survey further found that the biggest barrier for local police to become more effective in their response to terrorism was politics and turf battles with state and federal agencies. In addition, the integration of newly formed agencies, such as the Transportation Security Administration under the Department of Homeland Security, has made the development of common goals and objectives a slowly evolving process. The Federal Bureau of Investigation has become more selective in what criminal cases it becomes involved in, leaving state and local law enforcement a greater role in investigating and prosecuting financial crimes, bank robbery, drug trafficking, and organized crime. The bombing was the deadliest terrorist attack on American soil perpetuated by an American citizen. Intelligence is when a wide array of raw information is assessed for validity, reliability, and materiality to the issues in question and subjected to inductive and deductive reasoning.
