ABSTRACT

Political battles were taking place at the sessions of the Second Congress of Soviets at the Smolny Institute, while historic battles were being fought on the hills of Pulkovo. The vigorous support given "Vikzhel" by the Petrograd workers improved the atmosphere at the next meeting of the subcommittee which was to consider the candidates for the future-government and the constitution of the new "People's Soviet". The Soviets had served them as a cover, and they intended to go on using it but only if the Soviets could be made into a reliable tool of the Bolshevik Party. The dispersal of the Constituent Assembly was carried out after careful military preparations by the Soviet of People's Commissars. On October 29, the Bolshevik Central Committee met and unanimously decided that it would be desirable to enlarge the Bolshevik government by the inclusion of those parties in the Soviet that remained outside the then-ruling Soviet majority.
