The Pim1ico workwomen and the public generally are much indebted to Mr. Besant for his candid and generous advocacy of a helpless class. In many respects, as he point~:~ out, the Government factory is admirably organised and conducted, and it is unfortunate that the principle of "letting well alone'' which prevails-at somo expense to the taxpayer-in the higher branches of the public service should not prevail also, where it would do less harm and cost less ::noney, in Government factories, workshops, and dockyards.
