ABSTRACT

The chances of the successful execution and outcome of a major naval operation and maritime campaign are predicated on the thoroughness of their preparations. Preparations should be conducted both prior to and after the operation plan/order was developed. Preparations for a maritime campaign and major naval operation greatly differ in terms of their scope and time. The chances of the successful execution of a major naval operation are greatly increased by maintaining high combat readiness of one's forces and their timely and covert deployment, and short transit time to their prospective operating area. The need to obtain and maintain the initiative in war at sea requires continuous and decisive execution of combat actions without long pauses between operations. The initial estimate of the situation conducted prior to the execution of the plan/order is aimed only at making the initial decision and developing the basic operation plan/order.
