ABSTRACT

Command and control (C2) are two separate but interrelated functions. An area-based operational command organization provides for centralized direction of forces of several services operating within its boundaries. Unity of command means that a single commander has control over all the forces assigned to a particular mission. The main prerequisite for the application of centralized C2 is that the commander has complete, precise, and reliable information on the situation. The German style mission command was proven as the most effective method of decentralized C2. C2 cannot be successful without a well-developed, highly efficient, and survivable theater wide command, control, communications, and computers (C4) system. The C4 system should provide timely and adequate data and information to plan, direct, and control activities at subordinate command echelons, including administration, intelligence, logistics, personnel, planning, and operations. The political- and military-strategic leadership should avoid the temptation to interfere unnecessarily in the operational commander's decisions.
