ABSTRACT

Sustainable reconstruction (i.e., a process of transformation that is socially just) requires identifying lessons learned from previous experiences and the careful adaptation of successful mechanisms and methods based on contextual characteristics (International Recovery Platform 2005; Lizarralde et al. 2009). Housing development after disasters can benefit from revealing common risks and avoiding recurrent mistakes (Lyons 2009; Davis, IFRC, and OCHA 2015).
