ABSTRACT
The voluntary sector has historically played a critical role in disaster response and recovery (Arlikatti et al. 2012; Eikenberry et al. 2007; Flatt and Stys 2013; Jenkins et al. 2015; McCurry 2009; Simo and Bies 2007; Stys 2011) and their presence and numbers have grown. Voluntary or third-sector organizations encompass a range of different types of organizations and are usually referred to as nonprofit organizations (NPOs) in the United States. Nonprofit-like organizations operating outside the United States are typically referred to as nongovernmental organizations (NGOs); international NGOs focus much of their work in developing countries
