ABSTRACT

BEFORE considering how the W ar Debt should be redeemed we must first see how it came into being. When a war begins the Governments of

the belligerent countries at once require the services of a vast number of men, and, as this war has shown, of a vast number of women too. Then they require a corresponding supply of commodities, food, clothing, am­ munition, guns, transport and machinery for their armed forces.
