THE PUNJAB DISTURBANCES By far the most important event of the year 1919 was the passive revolt started by Mahatma Gandhi against the passing of the Rowlatt Act, which led almost immediately to an outbreak of violence in the Punjab and at Ahmedabad. Mahatma Gandhi con­ fessed that he had made a “ Himalayan blunder” in calling for a non-violent revolt before the people were trained and ready for it.
