On July the 5th a Petition to Parlia.ment was presented by Mr. W. E. Forster, from the North of Engla.nd Council for promoting the Education of 'Vomen, praying that clauses be inserted iu the Oxford and Cambridge Universities Bills empowering the Commissioners to make due provision for the higher education ot women.
