ABSTRACT

This chapter examines the exchange of resources between the official programme and its participants. It draws on de Certeau's concepts of strategy and tactics to characterise the official programme and the practices of the participants, respectively. The official programme provided political security, performance opportunity, and material incentives among other benefits to the participants in exchange of the participants' commitment, time, and energy devoted to the campaign. Retirees exchanged their time, enthusiasm, and commitment to the Red culture campaign for performance opportunities, resources to enhance their community building, a channel to release their nostalgic sentiments, values to construct a positive social identity, and increased political strengthen. The official programme provided political security, performance opportunity, and material incentives among other benefits to the participants in exchange of the participants' commitment, time, and energy devoted to the campaign. Different generations of the participants expected and received different returns from the official programme.
