Communist government and the Catholic Church, 1917-1920 Lenin made his appearance in Petrograd in April 1917, courtesy of the German military. The Germans wanted to bring the war to an end. In January 1917 they announced that they were going to engage in unrestricted submarine warfare on the open seas, that is, the German navy would sink any ship that approached England or France even if the ship belonged to a non-belligerent and neutral state. The United States objected to the policy, but the Germans went forward anyway. When they refused to back down, the United States declared war on Germany in April 1917. The Germans had anticipated the American entrance into the war and responded with Lenin.
