ABSTRACT
A t r a d i t i o n of a hundred years cannot be broken through in a single day. It is not to be wondered at, therefore, if a great Administration, such as the Government of India, only very slowly makes a change in its foreign policy when it has the control completely in its own hands. This has been noticeable most of all with regard to what has been called the “ Russian Menace” on the North-West Frontier. For more than a century the whole defence of India was planned with the central thought always present that Russia was determined to invade India with an army from Central Asia by way of the Khyber Pass.
