ABSTRACT

This chapter discusses the debate on the impact of military or dual-use technology transfers on the shifting balance of power by looking at the case study of European military and dual-use technology transfers to Russia after the Cold War. It describes a brief theoretical background of the research, and identifies three theoretical explanations of European military transfers to Russia. The chapter analyses comparatively the European and Russian rationales for pursuing military transfers after the Cold War. It looks at the volume and quality of European transfers to Russia over the period and analyses the multilateral institutional cooperative context around them. The chapter focuses on the impact the European military transfers to Russia have had on the balance of power and the security environment in and around Europe. It concludes by looking at the challenges that lie ahead for the European arms control regime and European military transfers to Russia.
