Such disputes can be hard to resolve, with few c1ear legal guidelines in place. The United Nations Law of the Sea Convention inc1udes rules for the establishment of maritime borders but has still to be fully ratified 20 years after talks on the agreement got under way. There is no such accord for land borders. Instead, delineation or sharing of cross-border fields relies on hard bilateral negotiations, backed up by a political will to reach agreement.!
