ABSTRACT
Historical claims are often merely excuses for action taken to promote present objectives. So it may have been with President Saddam Husain's invasion of Kuwait in August 1990. However, it no doubt increases popular support if the leaders can say that they are fighting to regain part of the homeland. Moreover, the reactions - sometimes decisive - of third parties may very weIl be influenced by their perception of the legal merits of the dispute.
