ABSTRACT

In this chapter, the term Vocational and Technical Education (VTE) has largely been adopted. It shows that many forces are responsible for the risks and uncertainties in VTE. Vocational and technical education in Africa can appear to be a rather incoherent system, full of risks and uncertainties, such that it can sometimes be 'difficult to predict exactly what is going to happen at any given time be it in the present or the future'. The chapter is approached from two perspectives. The first looks at the subject from the historical context of risks and uncertainties in education in the continent, and analyse the nature of risks and uncertainties that were part of VTE in the period and show how these still influence the present day system. The second looks specifically at the elements in its management, both external and internal, that expose the system to risks and uncertainties.
