The Cabinet had before them a memorandum by the President of the Board of Trade (CP(47)266 on a request by Mr Clayton, the leader of the United States delegation at the Geneva Conference, for further concessions in respect of the preferences enjoyed by the United Kingdom in Commonwealth markets.2
