Urbanization is one of the main indications of modernization. Daniel Lerner has used urbanization as 'an index of modernity'. He constructed a matrix containing data on urbanization along with literacy, voting and media participation and used it to calculate indices of public participation in the four 'sectors' by expressing the data as the proportion of total population possessing each attribute. The higher the level of urbanization, the more 'modern' the society.1
