The year 2007 saw advances in international law, particularly an increasing number of countries entering the international treaty regime, with an increasing number of ratifications and implementing legislation for both the 1970 UNESCO Convention and the 1954 Hague Convention. Museums in the United States continued the trend from 2006 of restitutions to foreign countries, particularly Italy and Peru, and new agreements of cooperation. Greater activity in European countries, including litigation and new legislation, has been another characteristic of this past year.
