ABSTRACT
Each year the Yearbook will comment upon cases involving cultural resources on federal lands in order to offer some guidance to land managers and attorneys who advise agencies. The thoughts expressed do not necessarily reflect the decisions and opinions of the agencies involved, and are structured to discuss options in decision making in the tense litigation environment. Federal legislative actions and major policy events in federal agencies affecting cultural resources will also be discussed in this section.
