ABSTRACT
The category of disability includes mobility, hearing, seeing, speaking, learning, and mental health. No otherwise qualified person with a disability should be excluded from, denied the benefits of, or subjected to discrimination under programs in an institution of higher education. A qualified individual is
an individual with a disability who, without reasonable modifications to rules, policies, practices, the removal of architectural, communication, or transportation barriers, or the provision of auxiliary aids and service, meets the essential eligibility requirements for the receipt of services or the participation in programs or activities provided by the public entity.
