ABSTRACT
THE start of Final Status Negotiations at Camp David in the summer of 2000 raised a number of issues concerning the future status of Jerusalem, the refugees and settlements. Recent works on negotiating the future of Jerusalem, however, based on a reading of the protocols of Final Status Negotiations, have focused on the charting of boundaries, zoning rights, planning mechanisms, and municipal control and regulations. 1
