ABSTRACT

One of the strong points of the so-called Boot Camp or Shock Incarceration programs for seriously at-risk boys is that they do not have such a thing as demerit credits. From the moment a shackled boy enters such a program, his privilege to have a single weekly telephone call, a single visitor, or any chance of watching television depends entirely on his not accruing demerits much more generously awarded than in military school. Although there are serious evils and abuses in such programs, the system of privileges linked to behavior, earned, can be an admirable one. But any comparison with military schools is erroneous.
