ABSTRACT

Conservation of the industrial heritage has often been focused on large sites and their redevelopment through adaptive re-use, urban regeneration, museums or tourism. The Movement of Local Community Empowerment started in 1994. It is not only a social movement but has also become the major force for the conservation of cultural as well as industrial heritage. Empowerment of local community consciousness is a major concept for the conservation of small industrial sites like the Jyy-Liau-Uo Paper Village. The residents of Jyy-Liau-Uo have co-operated closely with the research term of Chung Yuan Christian University and other professionals. Beside the involvement of the professional team, two local community organizations, the Worship Society of Liu Chuan Lao and the Liu Chuan Lao Paper Making Cultural Society, provide major support for the conservation of the village. The focus of the industrial heritage of Jyy-Liau-Uo is not only on its materials, tools, and building artifacts, but also on family values, environmental protection and community empowerment.
