ABSTRACT
Competing ideologies and the threat of nuclear war were central to the Cold War as the former Soviet Union and the United States engaged in a stalemate for military superiority (Halle 1967). The world lived under the specter of a Doomsday Clock showing the minutes to midnight, the hour of nuclear war. Governments sought to protect their countries and citizenry through alliances and the development of increasingly sophisticated nuclear weaponry and delivery systems (Angelo and Buden 1985; Baker 1996).
