ABSTRACT
This chapter introduces a new evaluation tool called ‘Zero Waste Index’ (ZWI). The proposed ZWI measures the resources recouped (reused, recycled, recovered) from waste management systems, which substitutes for the demand of natural resources in the production and consumption phases. The ZWI is a performance evaluation tool to assess resource input-output flow in cities and counties
