Leadership in a police organization as in any organization, public or private, is a complex behavioral process. A good and effective leadership at the executive level is essential not only for the achievement of organizational objectives, but also for establishing the means of that achievement. It is equally, if not more, true for the police as a public sector organization whose processes and outcomes are subjected to constant scrutiny by the media and the civil society, as well as to formal oversight by governmental and judicial authorities. Policing in today’s democratic world has become a complex and difficult task with leadership burdened with the onerous responsibility of leading police performance to the satisfaction of the community it serves.
