ABSTRACT

Chapter 8 notes that greenhouse gas emissions have been trending down in the United States, with the exception of emissions from the transportation sector. Next, the chapter concludes the book with a discussion of several important factors that are likely to shape the evolution of climate change policy and governance in the future. The factors include polarization, the mobilization of actors on both sides of the climate debate, the EPA’s Endangerment Finding with regard to greenhouse gases, the courts, and polycentricity.
