ABSTRACT

ASSIGNMENT The following simulation of a “dirty bomb” attack was written for a risk communi - cation training exercise for the U.S. Department of Homeland Security that took place during the summer of 2007.1 The simulation represents an interpretation of how emergency response and communication might unfold during the first week of the crisis. The speakers are: Mayor (M), Office of Emergency Services (OES), City Police (P), City Fire (F), Governor (G), and Department of Homeland Security (DHS). The exercise consists of four rounds during and after which the various leaders are to give appropriate public statements. Your instructor will adapt the simulation for use in your class.
