ABSTRACT
Manufacturers realise that to persuade a government to impose a general tariff they must secure the support of the agricultural interest so as to overcome the opposition both of merchants engaged in foreign trade and of doctrinaire economists. The agriculturalists fail to appreciate that by supporting the imposition of a general tariff - including import duties on raw materials and foodstuffs - they are pursuing a mistaken policy which will ultimately be detrimental to their own interests.
