ABSTRACT

T h e conquest of the Sudan did not mean that that land reverted wholly to Egyptian rule. Egypt is what is technically known as a capitulatory coufttry. This means that it is held in the meshes of all the thousand and one abuses connected with consular power in the Near East. In the Levant foreigners are petty despots. They carry their own laws with them. They enjoy immunity from all taxes except those which their Governments permit Egypt to apply to them.
